The D.L.& W. office that produced this manual (date code on cover "10-23" indicates when it was made) was in New York City. Non-paying or reduced fare passengers were a significant concern to the company. Hoboken, where the railroad had its eastern terminus, would have been an important operational area where it would have been applied. This book of rules and regulations describes the many kinds of passes and the policies regarding their use.
