Hoboken or Lackawanna Terminal was the eastern rail terminus for these railroads and one of the locations where this rule book would have applied.
The enclosure stated the rules were effective April 20, 1965. The leaf was from Meadville, PA. and it is unstated if this later date was just for operations at that location. See notes for text.

April 20, 1965, and will replace the present book of Rules and Instructions
Dated February 1, 1956,
