The 8 men in business suits are carrying their hats with two holding them over their hearts as is typical during the National Anthem or presentation of colors which appears behind them. What the ceremony is for is not known. The field was probably on the north side of Fourth Street between Monroe and Jackson Sts. The sign in the background is for Friedrich's Iron Works which was at 665 Fourth St.
